House Minority Leader Hakeem Jeffries, D-N.Y., began a speech on the House floor to voice his opposition to President Trump’s spending bill. Jeffries told his fellow lawmakers he would “take [his] time” in an effort to delay a final vote on the legislation for as long as possible.
